社區照顧關懷據點服務加值與延續因素探討

摘要
本研究針對四位社區重要幹部、兩位縣府輔導員、五位居住在M社區30年以上的居民進行深度訪談，以個案研究方式探討彰化縣秀水鄉M社區照顧關懷據點得以全年無休之原因，經訪談資料顯示「領導人」、「志工」、「社區居民」乃影響社區照顧關懷據點運作之重要行動者與影響因素。社區照顧關懷據點之所以能夠每天提供服務是因為：1.領導人落實「在地實做」特質，展現與居民融合在一起的成就取向領導風格，凝聚社區意識。2.領導人對於志工採取指導及支持式的領導，一方面授權支持志工隊長進行志工人力的分組排班與調派，使志工角色充分發揮，另一方面領導人善用社區相關計畫聘用的專責人力，不同角色的互補與定位，有助於全年無休的服務提供。3.志工採取參與式領導讓居民能夠參與及表達意見，且願意吸納創意服務的內容，而且旗艦計畫的開展讓志工更有在地歸屬與榮譽感。4.政府不同部會可聘用社區專職人力的經費，地方政府對社區照顧關懷據點的輔導與社區照顧相關方案的推展，讓承接社區照顧關懷據點的社區組織正當化地連結更多可加以運用的資源。當承接社區照顧關懷據點的社區組織，原先可善用的計畫專責人力流失或異動時，志工的工作規律極易被打亂，工作負荷變重，進一步影響社區照顧服務據點服務時段的延續。

The writer interviewed four community important key man, and two County Government counselor, and five residents living M community above 30 years, to discuss and analysis M community care services. Why the community care services station at M is no rest time? By interview data displayed, "leaders of community ", and "records workers", and "community residents" are effects factors of no-rest of community care services station in Changhua Country. The community care and care base is able to provide services on a daily basis because: 1. Leaders implement the "doing things on the ground" trait, showcase the achievement-oriented leadership style that is integrated with the residents, and unite the community awareness. 2. Leaders take guidance and supportive leadership for volunteers. On the one hand, they empower the volunteer team leader to carry out group scheduling and dispatching of volunteers, so that the role of volunteers can be fully utilized. On the other hand, leaders make good use of community-related measures. Drawing the dedicated manpower for recruitment, the complementarity and positioning of different roles, helps to provide service throughout the year. 3. Volunteers adopt participatory leadership to enable residents to participate and express their opinions, and are willing to absorb the content of creative services, and the development of the flagship program makes volunteers more local and honorable. 4. Different government ministries can employ funds for full-time community work. The local government's counseling and community care-related programs for community care and care centers will enable community organizations that undertake community care station to legitimately link more resources. When the community organization that undertakes the community care and care base, when the original plan can be used to reduce manpower or change, the work rules of volunteers are easily disrupted, and the workload becomes heavier, further affecting the continuation of the service period of the community care service.
