公營事業公辦民營成功個案之研究：以台南水都水療世界為例

摘要

隨著科技發展，經濟繁榮，社會進步，國人在生活品質提升之下，自九十年起即全面實施週休二日，促使民眾更重視運動健康及休閒生活。尤其台灣公共設施用地本就供不應求，加上政府財政赤字逐年增加，更因為進康世紀的來臨、人民的生活水平提昇，現代化設備游泳池的需求日益殷切，開放引進民間業者、企業及團體投入資金，充實設備，並引進先進的經營管理理念，刻不容緩，故本研究希望透過現有公辦民營成功個案的分析，能為日後有關單位在提供人民之休閒活動空間或設施峙，能有一具體可行的方案可資依循。綜合本文之研究結果，獲致以下結論：一、我國基礎建設之不足，主要是受限於政府財政困難，欲增加基礎建設，可藉由民間充沛之資金來達成，民間以較大自主彈性空間，引進有效率之經營模式，完成工程之興建及提供公共服務。二、產業的公辦民營是未來的趨勢，而且逐年成長，政府引進民間參與公共建設，必須相對賦予投資環境條件及收益項目彈性。三、民間投資者應事先確認風險並做好風險管理之外，應有充足的前置作業時問及早培養協商、談判人才、應有完善的財務分析計畫，是推動B. O. T. 計畫成功的關鍵。

Driven by the technological advances, economic progress and social development in recent years, the quality of life in Taiwan have improved significantly. The implementation of two-day weekend since 1990 has also helped people here realize the importance of exercise, health and recreation. However, given the insufficiency of land or space for public facilities, coupled with the increasing budget deficit observed in the government, it has become imperative to involve the private sector in the mobilization of financial resources, the enhancement of facilities as well as the introduction of up-to-date management concepts. With this in mind, this study aims to review some current BOT projects proved successful and derive from them suggestions for those concerned in their provision of recreational facilities.Conclusions of this study are as follows:1. The provision of infrastructure is critically restricted by the financial difficulties of the government. Therefore, the private sector, which is known for their flexibility and efficient management, can be involved in the development of the infrastructure and the provision of public services.2. BOT is the trend for the future. While seeking the participation of the private sector in public construction projects, the government should offer favorable investment environments and grant substantial flexibility so that costs can be recovered and reasonable profits be earned.3. In addition to the assessment of risks and the inclusion of effective risk management, the private sector needs to have sufficient lead time, professional negotiators as well as comprehensive financial analysis, all of which are the keys to successful BOT projects.
