全國運動會發展之社會過程研究(1946-2006)

The Research into the Development of the Social Process of the National Games

摘要


全國運動會是台灣地區歷史最悠久、競技水平最高、參加人數眾多、競賽項目繁多與最受矚目的運動賽事。本研究的研究目的是利用歷史研究法與文件分析法,解析自台灣省教育廳時期、教育部體育司時期、行政院體委會時期,全國運動會(台灣省運會/台灣區運動會)所展現的賽會發展,並比較、分析各時期的發展與變遷的過程,希望能藉由「歷史」「結構」的「縱」「橫」面向,探究不同時期全運會發展的賽會現象與特色。而本論文對於全國運動會發展過程的探討,依行政組織的建構、體育運動政策與法規、體育運動組織與奧運的影響,形成不同時期的歷史社會轉變,所得之結論為:台灣省教育廳時期的賽會發展,受到威權統治與經濟萌芽雙重影響,以政治領導體育為主;教育部體育司時期,由於政治上仍屬威權,但是經濟起飛/人民生活準逐漸提高,因此不論運動場館/參加人數/競賽項目,都有明顯的進步與發展,但也衍生許多問題。行政院體育委員會時期的賽會,針對區運會所遭致的沉窠改進,並仿效亞奧運模式進行賽會改組,全國運動會被賦予更多、更高的期待。

The development of the National Games is a phenomenon that is a synthesis of many factors. Development within the nation has gradually become recognizable as important and forward-looking. Even so, the process of the development of a game will present varying states of development and differing models of development as passing eras bring differing backgrounds of economic conditions and political policies. The purpose of the research is understanding the social process and intents the National Games. The goal of the study, in the viewpoints of the deep and broad historical structure, is to conduct an analysis in all physical phenomena occurring in National Games. The research discover that the development of the National Games can be broken into three distinct historical periods: The earlier period of the National Games' development (1946-1973) following the establishment Taiwan Provincial Education department、the medium period of the National Games' development (1973-1997) following the establishment of the Physical Education Ministry of Department of Education, the later period of the National Games' development (1997-2004) following the establishment of the National Council on Fitness and Sports. The research summarizes and analyzes the external environment and background, the sport organizations and policies, as well as the states of the development of the National Game which characterize each of the three different periods in order to understand the mutual interaction between these variables.
