韓國全民運動之推展現況

摘要

本文藉由文獻分析的方法，從全民運動的意義、功能，進而探討韓國全民運動推展現況，並獲得結論如下：一、全民運動是所有人爲了提升健康與生活品質，利用休閒來參與的自發性運動。二、國民規律參與全民運動，會帶來生理、心理及社會層面的功能。三、韓國全民運動推展現況：（一）爲了推展全民運動而施行全民運動振興綜合計畫和第一、二、三階段的國民體育振興5年計畫；（二）推展全民運動組織主要分爲文化體育觀光部、漢城奧林匹克紀念國民體育振興基金會、全民運動協議會（包含全國各市、道；市、郡、區全民運動協議會；全國單項協會）以及體育科學研究院；（三）文化體育觀光部體育局的全民運動科預算和國民體育振興基金支援全民運動部門的金額有增加的現況；（四）全民運動教室、全民運動廣場、青少年課外體育活動、知名選手全民運動教室等，是韓國多樣化的全民運動形式（五）公共體育設施逐年有增加的趨勢；（六）愛好者俱樂部數量、愛好者人口和全民運動指導員每年都有增加的趨勢。

This article focuses on the significance and the function of sport for all; it further discusses the current development status of this phenomenon based on the method of literature analysis. Conclusions are brought out and listed as below: 1. Sport for all refers to everyone's age gender, participating in sport spontaneously in their leisure time, aiming to promote their health and the quality of life. 2. Regular participation in sport will bring positive influence on the aspects of physiology, psychology and social dimensions. 3. The current development status of sport for all in Korea will be described in six sections: (1) ”Physical Science Promotion Complex Plan” and ”The 5-year Citizen Physical Science Promotion Plan within 3 Phase” are organized by Korean government. (2) The organizations in charge of the promotion of sport for all are inclusive of ”ministry of Culture, Sport and Tourism”, ”Seoul Olympic Sports Promotion Foundation”, ”National Council of Sport for All” (including city and province council of sport for all, local subordinate organization and single sport association) and ”Korea Institute of Sport Science”. (3) The sum of budget in supporting the Department of Sport for All, belonging to Sport for All Division and in funding the citizen physical science promotion is on the increase. (4) The programs such as public sport service for citizen in local classrooms offered by professionals and encouraging extracurricular activities for the youth are in the process. (5) The amount of public sport facilities is increasing every year. (6) The amount of sport clubs, amateurs and sport for all leaders is also increasing gradually every year.
