摘要

基於有線電視系統多頻道資源及其凖公用事業公用的責任，有線電視法規定系統業者須提供公用頻道（public access channel），以落實媒體近用權，因此公用頻道的設置旨在提昇社區意識、鼓勵社區參與方面，扮演相當重要的角色。然而在台灣由於衛星頻道節目充斥的情況下，這個完全屬於民眾和社區團體的頻道資源，卻尚未被重視或充份使用。90年代後，社會資本概念開始為學界所重視，在多元領域的學者也試圖應用社會資本的意涵及觀點來尋求問題的解答。在高度分化的當代社會中，經濟資本向象徵資本轉化，通過這樣的轉化，統治集團保護了公眾輿論對於統治活動的尊重。因此，象徵資本代表了一種權力關係通過符號形式而合法化的方式。這是一種「集體信仰」（collective belief），一種「信任資本」（capital of trust），它既來自社會尊重也來自物質財富，像物質資本一樣可以積累，在特定的條件與比率下也可以與物質資本進行交換。而社會資本概念啟發了本研究思考：在公用頻道中的各行動者各擁有的哪些資本？資本之間的轉換情形？行動者如何利用資本進行權力運作？

Based on the multi-channel resources of cable television system and responsibility of the quasi-public utilities. The cable TV law stipulated that the system entrepreneur must provide the public access channel to carries out the right of access to the media. Therefore the public access channel's establishment is for the purpose of promoting community conscious and encourage community participate. However in Taiwan, because the satellite channel program floods, this belongs to the populace and community group's channel resources, actually not yet is taken seriously or the sufficient to be use.After 90's, the concept of social capital starts for the educational world to take seriously generally. The scholar attempts use the meaning and the viewpoint of social capital to seeks the question the explanation in multi-dimension. In splits up highly in the contemporary society, the economical capital transforms to the symbolic capital, through such transformation, the ruling group has protected the consensus regarding the rule respect.Therefore, the symbolic capital has represented one authority relations that through the symbolic form legalization way. This is one kind ”collective belief” and ”capital of trust”, it comes from the society to respect also comes from the material wealth, and like the material capital to be accumulate too. It also carry on the exchange under the specific condition and the ratio with the material capital.The social capital concept has inspired our thought to the public access channel , hoped that through the in-depth interview to the entrepreneur, the authorized officer and the scholar expert's in seven counties of the south of Taiwan, understood in public access channel the agent have what’s kind capitals? Between different capitals transformation situation? How does the agent carry on the authority operation using the capital?
