Transformations in Latin America's Strategic Importance to China

After its establishment, the PRC saw itself as the center of the future "proletarian world revolution." However, Latin America's nascent Communist movements and shared history of invasion by imperialist powers notwithstanding, because of the PRC's limited power and geographic distance, it could hardly develop significant relations with Latin America. It has only been since the end of the Cold War, even though Latin America has lost its strategic position in the expansion and containment of Communism, that the PRC has finally become a major presence in the region. In 2008 China upgraded it relations with Latin America to the regional strategic level and released "China's Policy Paper on Latin America and the Caribbean." The establishment in 2014 of the "China-CELAC Forum" as a central mechanism of cooperation between China and Latin America has elevated the relations to a new stage. Currently, China is one of Latin America's largest trade partners, second only to the US. Chinese investment in Latin America is steadily increasing, and China has established strategic partnerships with six principal countries in the region. This paper finds that while Latin America's strategic value to China has gone beyond ideology, the PRC's relations with Latin America also serve Beijing's "one China" policy.
