馬祖地區設置觀光博奕之治安管理層面初探

摘要

馬祖在2012年7月7日觀光博弈公投通過後，中央接續提出「博弈專法」，亦於2013年5月2日行政院院會通過「觀光賭場管理條例」。在等待立法院通過「博弈專法」之同時，地方行政團隊也著手針對馬祖的交通建設、產業經營及觀光發展等各種層面之初步建設做規劃及討論的階段。本文探討馬祖地區設置觀光博弈後之治安管理層面之問題；在各國的博弈發展型態的比較之下，本文參考新加坡的觀光博弈管理制度，為馬祖規劃可行的治安管理策略：設置觀光博弈管理局，成為觀光博弈主要對口單位整合各單位資源，管理離島博弈之問題；綜合型渡假村外部以「警察為主，社區為輔」，內部以「保全為主，警察為輔」建構一套治安管理制度。運用警用錄影監視設備的綿密設置，以及犯罪預防理論的教育宣導，結合外部社區自治、內部私人保全重點維安，以及警政協助，形成一面觀光博弈的安全管理網。

Matsu has passed the referendum of Tourist Casino on July 7, 2012, and the Executive Yuan also approved a ＂Tourist Casino Management Ordinance＂ on May 2, 2013. Casino law was proposed and finally passed by the Legislature Yuan. On the same time, the general tourism resort project team is also working on the Matsu’s transportation construction, industrial operations and other aspects of tourism development for the planning and construction in the initial stage. This paper will discuss what the effect on security management after performing casino game in Matsu. In order to understand the security status, we paid a visit to Matsu, and pondered over the pressing issues due to the crowd and the cash flow might raise crime problems in the future. Compared with many countries’ patterns from the references, we found that Singapore’s condition seemed to be similar to Matsu. Therefore, we tailored a special security management system for Matsu as follows: set up a special casino’s bureau under the Ministry of the Interior, integrate the various units of resources, establish the main communication window to deal with all kinds of game issues, and construct a network security management system into two parts in the tourist place. The outside compound area should mainly be managed by community security and will be assisted by the police force. However, the inside gaming area should be guarded by security staff and will be supported by the police unit when needed. Besides that, we will set up police video surveillance equipment, provide the theory of crime prevention education & campaign, and build up a safety net combining the internal community members’ self-defense with the external private security and police force. That would be the right system for the Matsu government to establish due to the sightseeing season in the near future.
