探討影響BOT專案關鍵因素：以學生宿舍BOT專案為例

由於政府財政緊縮分配給各級學校的預算大幅的減少，以至於各級學校無法再以公務預算興建學生宿舍，提供給日漸增多的學生們住宿。因此近年來將學生宿舍以BOT方式委託給民間來投資辦理，以期促成校方與投資單位的雙贏已成趨勢。我國各大學自2003年起，也陸續以BOT的方式辦理學生宿舍興建，其中成敗案例均有，因此探討其中成敗原因以及影響成敗之關鍵因子是本研究的主要動機。本研究調查以專家問卷以及使用者的滿意度調查分為兩部分進行。運用李克特量表，來探討影響學生宿舍BOT興建營運關鍵因子之重要性調查，以及探討使用者對於BOT學生宿舍之使用滿意度調查。針對學生宿舍BOT案，研究結果得出17項影響學生宿舍BOT興建營運關鍵因子，並彙整排序出這17項因子間相對之重要性程度。研究能提供今後辦理學生宿舍BOT案之甲乙雙方在規劃設計、建造及營運期間所需注意的管理重點。

An expert questionnaire and users satisfaction surveys questionnaire is divided into two parts, to explore the impact of student dormitory BOT project, to certificate importance of critical factors of the investigation, and to explore the user's demands for BOT user satisfaction survey.
