公共建築使用初期修繕項目與費用探討-以國立高雄大學圖書資訊大樓為例

Early-stage Repair Items and Costs of Public Buildings -A Case Study of NUK Library and Information Center

摘要


台灣的公共建築物種類眾多,依照用途類型、所處環境、使用時間的不同,在維護預算的規劃上亦有所差異。公共建築物的所有者由於缺乏長期修繕計畫的參考資料,往往只能針對建築物一時的劣化項目來編列預算進行修繕。建築物隨著使用時間增加,材料老化及機能衰退情形日趨嚴重。建築物之缺陷例如滲漏水、外牆門窗損壞、地面裝修材凹陷等問題影響了建築物使用者的安全性。因此本研究探討建築物修繕項目與費用,提供訂立長期修繕計畫的參考有其必要性。國立高雄大學圖書資訊大樓於2003年8月1日正式啟用,為全台第一所將圖書館及電算中心結合為一之學校建築,因而具有公共學校建築之代表性。本研究針對上述圖書資訊大樓啟用後15年間之建築修繕工程資料,進行整理與統計分析,另外也進行現地調查與人員訪談。初步研究結果顯示,新建起15年的維修項目以外牆和給排水設備為最多,外牆以油漆補修佔最大費用,給排水設備以滲漏水補修佔最大費用。建築物在2011年的修繕金額為歷年統計最高,修繕內容有半數皆與滲漏水修繕工程有關。

There are many types of public buildings, and the maintenance budget is different depending on the use of the building, the environment and the time of use. The original design and construction defects, as well as the increase in building age, will also cause the deterioration of the building. Water leak, peeling paint of the exterior wall, floor plate depression affect the normal use, the safety and durability of the building. Managers are often facing maintenance problems because of the lack of buildings renovation cycle and maintenance costs references. This case Library and Information Center was officially opened on August 1, 1992. This study collects the data of construction repair works for more than ten years after the opening of the building, and carries on the statistical analysis. In addition, surveys and interviews were conducted to discuss repair needs and deterioration condition. Preliminary results show that the exterior wall and equipment of the building repair costs as the biggest item, painting and leakage are the most common degradation items.
