探討利害關係人對專案之影響－以濁水溪疏濬工程為例

摘要

濁水溪流域歷經地震及豪雨強颱災害，導致流域內地質條件鬆動、岩層破裂，造成河川區域內坡地土石崩塌、地滑、大量土石下移淤積河床，恐危及現有防洪及跨河構造物安全。當洪水來臨時，不僅對附近居民可能造成生命財產損失，現有防洪構造物亦有安全之虞慮。因此，需將流路導向河道中央，進行河道整理以及疏濬工作。因為疏濬專案的流程從疏濬申請作業、撰寫疏濬計畫書、成立預算書、招標發包、施工階段、一直到完工階段，相似於專案管理的起始、規劃、執行、監控及結束五大流程的概念。本研究探討利害關係人對專案的影響，其中利害關係人分析引用專案管理知識體指南（PMBOK® Guide）的利害關係人管理流程及方法，辨識出利害關係人需求與期望。並透過問卷調查，找出疏濬相關利害關係人，並研究其對專案的權力（Power）、影響力（Influence）、衝擊力（Impact）、關注程度（Interest）之描述性統計，以辨識其優先管理序位及分級，確保專案如期、如質、如預算、如範疇完成。

The earthquakes and heavy rains in the Zhuoshui River Basin have caused the geological conditions in the basin to be loose and the rock layers to rupture, resulting in the collapse of the soil and rock in the slopes of the rivers, the ground slip, and the massive sedimentation of the riverbed, which threatens the safety of existing flood control and cross-river structures. When the flood comes, not only nearby residents may result in loss of life and property, the existing flood control structures are also a safety concern into account. Therefore, the channel guides need to be the center of the river, a river dredging and finishing work. Because the dredging project application process from the dredging work, writing books dredging plan, establish a budget book, for bidding and construction stages, until the completion stage, similar to the initial project management, planning, implementation, monitoring and end the concept of the five process .This study investigated the effects of the interested parties on the project, in which the interested party analysis Project Management Body of Knowledge Guide (PMBOK® Guide) management processes and methods of interested parties cited, identify stakeholders' needs and expectations. Through questionnaires, we can find out the relevant stakeholders of the dredging, and study their descriptive statistics on Power, Influence, Impact, and Interest to identify their priorities. Manage the order and grading to ensure that the project is on schedule, quality, budget, and scope.
