從整合鄉村社區資源探討發展社區型休閒農業可行性之研究

摘要

本研究就臺中轄區內社區發展休閒農業之意願及可行性進行探討，結果發現社區發展休閒農業之優勢為擁有豐富的農產業資源、生態資源及完整的社區組織制度，劣勢為缺乏豐富的外界資源、缺乏充足的硬體設備及缺乏足夠的經營團隊，整體而言優勢大於劣勢。若社區要發展休閒農業需先辦理各項訓練活動，而社區居民參與之意願，以願意參與社區環境綠美化活動最多，參與訓練經費來源希望完全免費，參與活動時間希望在假日。九成受訪者願意接受整合工作，且由農會從事整合工作，發展休閒農業所衍生利益之分配，86.0%希望成立基金共同管理；54.1%都認為該社區有潛力發展休閒農業，認為不可能成功的僅佔2.3%。整體而言，對於社區發展休閒農業均表示擁有豐富資源及參與意願，因此推廣發展社區型休閒農業應具有可行性，透過組織營運，對社區裡的各項資源進行最有創意的運用，以休閒農業特色活化農村經濟。

The willingness and feasibility of community residents on joint-management of the leisure farming in Taichung district was evaluated. The result indicated that the advantage of the community to develop leisure farming is to obtain rich agricultural resources, ecological resources and integrated community organization system. While the disadvantage is due to lack of bountiful outside resources, suitable hardware facilities and available management team. In general, the advantage point of view is better than that of the disadvantage. If the community will run leisure farming, the residents wish to obtain every training activity before. The willingness of community residents to attend the various training activities in which the community environment greening activity is the highest. They hope the training is totally free and held on holiday. The 90% of interviewees is willingly to accept the integration project carried out by farmers' association. While 86% of interviewees hope to establish the common fund to manage the derivative benefit from agribusiness. The 54.1% of interviewees recognize the community have the potential to develop the leisure farming, while 2.3% interviewees didn't.
