建置葡萄產業職能藍圖與農場經營管理專員職能基準之研究
Establishment of Occupational Competence Blueprint for Grape Industry and Occupational Competency Standard of Specialist of Grape Farm Operation and Management
摘要
本研究目的係發展葡萄農場經營管理專員職能基準及分析葡萄農場經營管理專員的職能落差。擇定果樹產業次產業之落葉果樹葡萄為例，再以關鍵技術、高附加價值商品及產業人力需求等面向進行評估，以發展產業職能藍圖，界定出栽培技術專員、植物保護專員、經營管理專員、行銷企劃專員、植物營養專員、處理加工技術專員等6項職業，籌組產學研職能基準專家小組，召開專家會議，以功能分析法進行職能分析，篩選關鍵專業職類優先發展葡萄農場經營管理專員職能基準，經由問卷調查方式實施職能基準驗證，編訂產出職能基準，此職業包含3個主要職責、10項工作任務，職能基準將可供規劃職能為導向之教育訓練課程及產業界僱用員工推動能力鑑定之參考，逐步強化葡萄產業人力結構，提升農業競爭力。

The purpose of this research is to develop occupational competence standard for grape farm manger and to analyze the current gap from various investigated samples. Based on the analysis and evaluation of key technology, criteria for high value-added product, manpower requirement, and so on, we tried to develop an occupational competence blueprint for the fruit subindustry-grape industry. It defines six professional specialties as the main requirement; those include cultivation specialist, specialist of plant protection, specialist of grape farm operation and management, specialist of marketing and manager, plant nutrition specialist and processing specialist. The key specialty, that is specialist of grape farm operation and management, was selected as the first priority for the development of its occupational competence standard. For that purpose, we organized a committee consists of experts from industry, academic, and research institute. By functional analysis model of occupational competence, review and discussion of the expert committee, and verification by questionnaire, an occupational competence standard for specialist of grape farm operation and management was developed. It contains three major responsibilities and ten tasks. The developed standard can serve as an important material for competence-oriented training course as well as criteria for performance evaluation of specialist of grape farm operation and management for grape industry. By its application it may gradually strengthen the manpower structure of grape industry and elevate its overall agricultural competency.
