台中地區農友使用有機質肥料之現況及意願調查

Investigation on the Status and Willingness of Utilization of Organic Fertilizer in Central Taiwan

摘要

八十一年度台中地區各鄉鎮執行「農地利用綜合規劃」計畫之基本生產環境改善項下，補助區段內之農友購買有機質肥料，其標準以長期作物每公頃補助8,000元，短期作物每公頃補助6,000元；肥料廠牌係由農友自行決定，採全額驗收方式補助。本報告係針對該計畫執行區域內十九鄉鎮，進行有機質肥料使用之現況及意願調查。調查結果顯示，台中區受補助面積計1678.59公頃，農戶數2245戶。有機質肥料購自15家廠商。依有機質類別歸納為六類，其中以什項有機質肥料占施用總面積40.8%，居第一位；禽畜堆肥占32.8%次之。施用作物因地區而略有別，台中縣主要施用於高接梨、葡萄及西瓜等；彰化縣以葡萄、花卉、蔬菜為主；南投縣以茶、梅、柑桔為主。施用時期集中在每年10月至翌年2月，大多於整地時或果品採收完畢，全量當基肥施用。就施用量而言，果樹每公頃6~10噸，蔬菜瓜果類3~3.5噸。就市售有機質肥料包裝方式，以每包25公斤裝占53%，每公斤單價則以5~6元最多，占46.7%。從農友使用有機質肥料之意願來看，農友對目前之售價認為可接受者占72.8%，施用效果認為滿意者占97%。進一步調查一旦政府停止有機肥料補助時，農友繼續使用之意願，其結果顯示，有意願者占72%，唯可能會減量或隔年使用以節省成本。至於28%則認為需視未來農產品價格變化而定。

Under the project of ”Integrated Consolidation of Farmland Utilization” carried out by 19 townships in central Taiwan during 1992, the main purpose is to improve the production environment and subsidize farmers to purchase organic fertilizer. The subsidy amount for long and short term crops are NT$8,000 and 6,000 per hectare. The report is the result of investigation on the status of utilization and willingness of organic fertilizer in this project. Result indicated that the subsidy acreage for purchasing organic fertilizer is 1678.59ha, number of farm household is 2245, and have 15 suppliers. Those organic fertilizer could divided into six groups, the first group is mixed organic fertilizer, covering 40.8% of the total acreage. Followed by livestock compost, covering 32.8%. The target crop of application of organic fertilizer is depended on the location, of which in Taichung county is top-grafted pear, grape and watermelon; in Changhua county is grape, floral crop and vegetable; in Nantou county is tea, plum and orange. The period of application is concentrated on October to the following February during land preparation and post-harvesting stages for basal application. The amount of application for fruit trees and vegetable are 6-10 tons and 3-3.5 tons per hectare. The marketing pakcage of organic fertilizer mainly is 25 kg/bag of which containing 53%. The price per kg is NT$ 5-6 of which comprising 46.7%. The willingness on utilization of organic fertilizer for farmers showed that 72.8% of the farmers recognized the current price of organic fertilizer is acceptable, 97% of farmers considered the application effect is satisfactory. 72% of the farmers will continue using the organic fertilizer even without the subsidy of government, the rest of 28% of farmers consider it will depend on the future price of the produce.
