農業人力資源發展與行政創新

Agricultural human resources development and administrative innovation

摘要


我國農業人力資源的發展現況,面臨農業人口下降,農民年齡老化,青年農民不足,農忙時期缺工等問題,已嚴重影響農業經營的永續性。有鑑於公部門的行政作為與思維,常會受限於官僚體制與法令規定,故本文從行政創新的角度,提出農業人力資源發展的創新構想,包括:多元補足季節性農業人力缺口,分類與分級培育農業經營人才;設置專責的農業教育訓練機構,以農業證照制度提升農民專業地位;整合農業資訊與統計資料,協助農業勞動力精準投入;引進智慧科技與機械化現代設備,建立省時、省力、省工的營農環境,供有關單位研擬農業人力和人才培育政策規劃之參考。

The current development of agricultural human resources is faced with severe problems, such as declining agricultural population, aging farmers, shortage of young farmers, and seasonal lack of farm labors, which have seriously affected sustainable agricultural development. From the perspective of administrative innovation, this paper proposes several innovative suggestions for the development of agricultural human resources, including diversifying labor recruitment to fill the gap of seasonal labors shortage; classification and grading agricultural training programs for different human resources; setting up specialized agricultural education and training institutions to enhance the professional status of farmers; integrating agricultural information and statistical data to precisely deploy agricultural manpower; introducing smart technology and modern agricultural machinery and equipment to establish time-saving and labor-saving farming circumstance.
