臺灣農業人力團政策研析

The Analysis of the Agricultural Human Resource Policy in Taiwan

摘要


近年來為因應農業勞動力不足與人口老化與外流之情形,行政院農業委員會推動多項措施,如成立農業人力資源管理專責單位、發展多元人力資源、改善農業就業環境等,提高青年投入農業部門工作之意願,同時以「增加人力供給」及「減省人力需求」作為推動策略。其中多元人力資源包括成立不同類型的人力團,發展各種運作模式以解決長期性與季節性缺工,並且以拓展共享的機械化、自動化耕作模式為長期目標,逐步發展省工設備、機械耕作團等。本報告針對目前發展的各類人力團進行說明,並探討其未來可能之發展方向,以供各界參考,並期望以此為基礎,發展更為多元且符合各地區需求之農作業協作模式,創造更佳的農業就業環境,穩定臺灣農業人力資源的發展。

In recent years, due to the shortage and aging of the agricultural workforce, the Committee of Agriculture (COA) has promoted several measures. The measures include establishing a particular organization for managing human resources, developing diversified human resources, and improving the working environment to increase the willingness of young people to work in the agricultural sector. The measure of diversified human resources includes establishing different workforce groups and developing various models to solve long-term and seasonal labor shortage problems. This report will discuss the current development of various types of workforce groups and the future development directions of these measures. We hope the current models of the agricultural workforce can be a base, and the local private sector could reference the models to develop a new model suitable for the local industry.
