農產品冷鏈物流政策推動與發展
Promoting and Developing Cold Chain Logistics System for Agricultural Products
摘要
為建立國內農、漁、畜產冷鏈物流基礎設施與營運能力，升級品質與減少耗損，並可於產銷失衡時發揮調節功能，進而提升農產價值與安全，拓展內外銷市場，本署統籌規劃中長程（110年至113年）公共建設「建構農產品冷鏈物流及品質確保示範體系」計畫，總經費84億元。在農糧產品部分，工作重點包含輔導農民團體及農企業購置冷鏈物流設施（備）；依據產業需求建置區域冷鏈物流中心；協助果菜及花卉批發市場建置冷鏈交易、分級包裝、低溫倉儲及冷鏈相關貯運設施（備）。本計畫亦導入數位學習課程資源及專家輔導團隊提供諮詢服務，結合地方政府共同推動，並與民間資源相互串接，期能全面翻轉產業結構，有效提高農民收益。

The AFA has formulated an overall pilot scheme for ＂building an agricultural product cold-chain logistics and quality assurance demonstration system＂ (2021-2024), the total investment is NT$8.4 billion, aiming to build cold chain logistics for agricultural, aquatic, and livestock products that can ensure quality and reduce waste in transit, ensure stable supply and prices of domestic products, and further upgrade the value and safety of agricultural products for export. For agricultural products, this scheme emphasizes: - Assisting farmers' groups and agricultural enterprises to purchase cold chain logistics facilities (equipment); - Building regional cold chain logistics centers according to industrial needs; - Assisting fruit and vegetable and flower wholesale markets to utilize cold chain trading, graded packaging, low-temperature storage and cold chain related storage facilities (equipment). The AFA also set up online training courses and a cold chain technical expert guidance group to provide consulting services, cooperate closely with local governments as well as private enterprises. We hope that establishment of such system will bring transformative change to Taiwan's agricultural industry, and significantly increase farmers' incomes.
