台北都會區綠色基盤健康指標之建立與評值

Establishment and Evaluation of Urban Green Infrastructure Health Indicators in Taipei Metropolis

摘要


背景:綠色基盤的健康評值,即是檢視都市環境及生態系統的健康程度。目的:建立綠色基盤的健康指標及評值方法,以台北都會區各行政區為例,評值綠色基盤之健康程度。方法:研究運用遙感探測技術評估分析台北都會區之綠色基盤設施,使用VOR綜合指數法為評估架構,並以景觀指數建構健康評值指標,再使用熵權重法建立評值模型,最後對於大台北都會區的綠色基盤進行全面性健康評值。結果:綠色基盤健康評值以基隆市的平均值(1.1852)較佳。健康評值較優良的行政區:新北市八里區(1.3914)、新北市三芝區(1.3619)、新北市淡水區(1.3409)等。相反,台北市大同區(0.5998)、新北市三重區(0.7655)、新北市永和區(0.7954)等地區為政府亟需改善之地區。結論/實務應用:研究結果可以提供都市綠色基盤的健康評值診斷系統,有助於檢核各區綠色基盤的環境品質,是都市環境健康永續管理所需之依據。

Background: Urban ecosystem environment is supported by "green infrastructure," therefore, establishment and evaluation of urban green infrastructure health indicators is required for healthy and sustainable urban environment. Purposes: Establish and valuate the green infrastructure health indicators of Taipei metropolitan area. Methods: In this study, the use of remote sensing technology evaluation and analysis of green infrastructure of Taipei metropolitan, and use the VOR index, V(vigor) O(organization) and R(resilience), classification of landscape indices. Then, it use entropy weighting method to health assess green infrastructure in Taipei metropolitan area. Results: The mean value of green infrastructure health in Keelung (1.1852) is better. The healthy districts are Bali District of New Taipei City (1.3914), New Taipei City Shanzhu district (1.3619), Tamsui district (1.3409) and so on. Instead, Datong district of Taipei (0.5998), Sanchung district (0.7655), Yonghe district of New Taipei city (0.7954), which were need to improve area by government. Conclusions/Implications for Practice: The results may provide an assessment system of urban green infrastructure health to help the environment quality.
