台灣地區技術創新活動與主要國家之比較

因應全球化的挑戰，研發創新成為各國競逐的實力表徵。且全球化也使得廉價的資源已不能做為國家競爭力來源，高所得國家之工資及其他資源成本皆較高，必須靠知識與技術做為競爭力來源。知識及資訊的運用和既有產業或核心能力結合以及如何運用研究發展與技術創新來維持企業競爭優勢，並且提高國際競爭力及獲利能力，為當前產業發展的重要課題。本文即討論我國的技術創新活動現況，並與世界其他主要國家相互比較，找出技術創新所面臨的各種問題，並且歸納出問題的癥結，找出符合我國現況發展的解決之道。

Facing global challenges, countries around the world rival each other by demonstrating their competitiveness brought by technological innovation. Under the influences of globalization, cheap resource is no longer one of the competing advantages; high-income countries can only compete against others by knowledge and technology since the wages and the costs of their resources are higher and higher. The utilization of knowledge and information, the combination of existing and kernel skills, the application of technological innovation and research and development to sustain competitiveness of an enterprise, and the enhancement of competitive advantages and the raise of profits are the critical issues of current industry development. This paper compares the nowadays situation of technological innovation activities in Taiwan with that in other countries, exposes various technological innovation problems, identifies the keys to the problems, and then uncovers the most proper solutions for the development of Taiwan.
