本研究旨在評估台灣地區九十五學年度24所科技大學之辦學績效,期以提供決策參考。分析過程分別使用多元尺度分析法以瞭解投入與產出項的特性及運用資料包絡法評估辦學績效。分析發現:1.在投入面上,以具有“高”「行政及人力成本」及“低”「教育與行政人力」之科技大學最多,占29.17%。另在產出面上,以具有“低”「研究及服務成果」及「學生及考試證照」的科技大學最多,占33.33%。2.在效率表現上,科技大學之平均技術效率為0.96,顯示仍有4%的改善空間。3.無效率的科技大學中,須做改善的項目,主要為「學生技術證照數」須改善幅度平均約94.66%,其次為「研究計畫核定件數」,須改善幅度平均約89.36%。4.在辦學績效上,並不因所屬財產權或所在地區而有顯著差異。
This study aims to evaluate the performance of 24 technological universities in Taiwan in the 2006/2007 academic year, expect to provide suggestions for making performance decisions. We applied MDS to understand the characters of input and output items, and the performance of universities were evaluating by DEA. The important results were shown as follows:1. In the input aspect, there are 7 schools having ”high” human cost, ”small” number of teachers and administrators, comprising 29.17% of the total schools; in the output aspect, there are 8 schools possessing ”low” studies and service achievement, number of students, technical certificates, comprising 33.33%;2. About the efficiency performance, the average technical efficiency of 24 schools is 0.96. It shows there is still 4% for improvement on the average;3. Among inefficiency schools, the item needing to be improved is number of student's technical certificates, averaging 94.66% for improvement; the secondary item needing to be improved is National Sci-Tech Programs, averaging 89.36%;4. The performance of technological universities in Taiwan suggests that no efficiency differences exist between schools in different areas of Taiwan.
