社區意識、社區參與對福利社區化滿意之研究

摘要

社區福利的構想起源於十四世紀英國「濟貧法」，主要是因為絕大多數國家在有限的資源情況下，無法滿足各項多元化的公共事務，故希望藉由非營利組織協助提供社會民眾所需要之功能來建構社會安全及關懷網絡，讓社會大眾都能擁有基本的福利保障並滿足其心理層面之需求。有鑑於近年來非營利組織在國家社會中的功能受到高度肯定，因此本文乃將研究範疇聚焦在關於地方社區組織發展及民眾參與之探討，希冀豐富化該領域議題之相關研究質量。本文旨在瞭解社區居民的社區意識、社區參與對福利社區化滿意之影響，並以中部某社區居民為研究調查對象，經由統計分析進行模式驗證後提出增進社區意識、社區參與及最適福利推動策略。本研究有效問卷為306份，研究結果顯示，民眾具有良好的社區意識將有助於社區參與，進而增進福利社區化之推動，而社區發展協會應深入瞭解其居民所需，方能增進居民對社區認同及參與。

The origin of the idea of community welfare is from England's ”Poor Law” in the 14th century. It mainly because of the limited resources, majority of countries was unable to meet the diversified public affairs. It hoped that non-profit organization could help provide the functionality needed by the people of the community to construct the social security and care network, so that the public can have the basic welfare and security to meet their psychological needs.In view of the high degree of recognition of the function of non-profit organizations in the country and society in recent years, this study focused on the local community organizations hoping to enrich the related quality of research. This study aims to explore the effect of community awareness, community participation of community residents on welfare communication. Statistical analysis is applied to enhance community awareness, community participation and the best benefits promotion strategies.306 valid questionnaires were returned in this study. The results showed that people with good community awareness will contribute to community participation, thus improving the welfare communication. In addition the Community Development Association can further understand the needs of its residents in order to strengthen and enhance the understanding and participation of the residents of the community.
