中國内地各省市與台灣技術創新能力指標研究

The Index Research of Technological Innovation ability- Case study on Provinces in China and Taiwan

摘要


本論文通過構建技術創新能力模型,研究2011年和2012年中國内地三十一個省市與台灣的技術創新能力,並通過各地區對比瞭解各地區技術創新的發展情況,並針對評比結果給出發展技術創新能力的具體建議,協助各地區政府制定政策。本研究透過相關文獻理論,建立包括投入指標、產出指標和環境指標三個單元指標在内的技術創新能力評估指標體系。各指標資料採用主成分分析法,以成分解釋變異加權平均各地區的成分分數產出指數。其中投入指標為反向指標,產出和環境指標為正向指標,投入指標與產出和環境指標的延遲時間設定為1年。分別從橫斷面和縱斷面分析評比結果:橫斷面主要分析通過集群分類,找到各類地區在投入構面、產出構面、環境構面和綜合能力的差異並給出建議;縱斷面重點分析排名出現較大變化的地區,找到變化原因並針對變化給出建議。研究結果發現,台灣與北京地區技術創新發展遠遠領先于其他地區,表現在技術創新的投入多、產出多和環境好。大部分沿海地區技術創新發展好于中西部地區,表現為擁有較好的技術創新環境,可以保持穩定的、充足的技術創新投入。另外發現安徽地區排名出現明顯的上升,變化的主要原因是政府大力培育創新能力,在科技創新方面加大了投入力度。通過分析研究結果,我們可以更全面的瞭解各地區技術創新能力情況,從而便於各地區更有效率地制定政策培養創新能力。

The thesis studies the technological innovation abilities of Taiwan and provinces in China in 2011 and 2012. The purpose of the thesis is to understand the development of the regional technology innovation through the regional comparison and to assist local government to make policy by giving the suggestions through the indicators of the regional technological innovation capabilities. . The thesis builds the evaluation index system of technological innovation abilities through the literature, including the input index, output index and environmental sector index. The thesis process the data by using principal component analysis (PCA). The input index stands for negative indicator while output and environmental index stand for positive indicators. The lag time between input index and output is one year. We use the cross-sectional research and longitudinal research to analyze the results: the cross-sectional research mainly analyze regional differences through the cluster classification; longitudinal research mainly analyze the areas whose rank change and find the reasons for such changes. The thesis divides region into three levels include Taiwan and Beijing, southeast coastal areas and midwest areas. The results shows that the technological innovation capabilities of Taiwan and Beijing are better than other regions. In concrete terms, these region spent many resources on scientific research efficiently. In addition, the technological innovation capabilities are better in most of southeast coastal areas than Midwest areas. It is due to the fact that southeast coastal areas have better technical innovation environment and are able to maintain stable and adequate investment. We also find the obvious rank rising of Anhui province. The main reason is that Anhui government attach importance to the technological innovation capability and have an increasing investment in the technological innovation. From the results, we could have a deep understand about regional technology innovation and assist local government to make policy.
