隨著女性教育程度的提升、產業結構轉為以服務業為導向,加上高齡化及少子化的社會趨勢,婦女參與勞動市場之議題日益重要,婦女的勞動參與,不僅關乎女性人權,更是社會經濟永續發展的重要支柱。依據國家發展委員會的人口推計(103年至150年)資料顯示,勞動力人口數於104年達最高峰,之後將持續下降,亦即表示勞動市場將面臨人力供給緊縮情勢。故為因應高齡化對產業造成勞動力供給不足的影響,開拓潛在勞動力成為當務之急,尤以45歲以上女性的勞動參與率(以下簡稱勞參率)明顯較其他年齡層低,為充分有效運用中高齡女性人力資源,本文從近15年新北市中高齡女性人力資源以及勞動參與情形,比較新北市與主家國家女性主管、專技人員之比率以及各年齡層勞參率差異,以了解新北市中高齡女性參與勞動市場所面臨的問題。
