摘要

隨著女性教育程度的提升、產業結構轉為以服務業為導向，加上高齡化及少子化的社會趨勢，婦女參與勞動市場之議題日益重要，婦女的勞動參與，不僅關乎女性人權，更是社會經濟永續發展的重要支柱。依據國家發展委員會的人口推計（103年至150年）資料顯示，勞動力人口數於104年達最高峰，之後將持續下降，亦即表示勞動市場將面臨人力供給緊縮情勢。故為因應高齡化對產業造成勞動力供給不足的影響，開拓潛在勞動力成為當務之急，尤以45歲以上女性的勞動參與率（以下簡稱勞參率）明顯較其他年齡層低，為充分有效運用中高齡女性人力資源，本文從近15年新北市中高齡女性人力資源以及勞動參與情形，比較新北市與主家國家女性主管、專技人員之比率以及各年齡層勞參率差異，以了解新北市中高齡女性參與勞動市場所面臨的問題。

With the improvement in the education of women and the transformation of the industrial structure into a service-oriented one, the issue of women's participation in the labor market is becoming more and more important with the social trends of aging and the minority. Women's labor participation is not only related to the human rights of women, Important pillar of sustainable social and economic development. According to the data from the National Development Committee's population projection (103-150), the labor force population peaked in 104 and will continue to decline thereafter, indicating that the labor market will face a tightening labor supply situation. Therefore, opening up of the potential workforce has become a pressing matter of the mind in response to the aging population's lack of supply of labor force. In particular, the labor force participation rate of women over the age of 45 (hereinafter referred to as labor force participation rate) is significantly lower than that of other age groups. In order to fully utilize the medium- From the recent 15 years of new and middle-aged women's human resources in New Taipei City, as well as the situation of labor force participation, this article compares the differences between female executives and specialized technicians in new Taipei City and host countries, Problems faced by older women in the labor market.
