鼓勵建築物增設停車空間使用現況調查之研究-以臺北市大安區、忠山區為例

Encouraging the Increase in Parking Spaces in Buildings: Daan and Zhongshan District, Taipei City for Example

摘要


本研究希望透過增設停車空間使用情形之調查,以瞭解是否達到供公眾使用之目的,並針研擬意見供各直轄市、縣(市)政府未來擬定相關規定時之參考。研究顯示,作為商辦用途之建築物較符合設置獎勵增設停車空間之目的,純集合住宅開放供公眾停車之比例則相對較低,一般採用鐵捲門或柵欄方式以阻絕外車進入;在對外使用開放的建築物案例中,有超過一半比例的建築物係以委外方式管理,顯示聘用專業公司較易管理及維護。本研究認為地方政府應建立地區停車需求之基礎調查,始能落實增設停車空間之目的。另需考慮容積之增加是否影響地區公共設施容受力及居住環境品質;至於增設之停車空間,除需考慮使用之便利性及安全性外,對於如何確保建築物住戶之安全亦應有明確規範。

This study surveyed whether increasing the number of parking spaces can satisfy public needs. Based on the results, this study provides several recommendations as a reference that enables municipalities and the county (city) government to establish relevant regulations.The results show that offering incentives, which encourage increases in parking spaces, to commercial buildings is more appropriate compared with residential buildings. The proportion of residential buildings that allow non-residents access to parking is relatively low. Most residential buildings restrict the access of non-resident vehicles using rolling shutters or gate barriers. Regarding buildings that permit the public to use their parking spaces, more than half of these buildings adopt outsourced management, which indicates that employing professional companies facilitates management and maintenance.This study asserts that the local government should conduct a basic survey of regional parking needs to achieve the goal of increased parking spaces. Furthermore, the government should consider whether increasing parking spaces would influence the carrying capacity of local public amenities and the quality of residential environments. Regarding increasing parking spaces, the convenience of use and safety of building residents should be carefully considered and specified.
