反恐作為與策略之探討

摘要

本文主要在藉助美國經驗、針對我國反恐策略與作為的討論。本文認為，反恐工作的重心，不在於釐清恐怖主義的定義、而是在確認恐怖組織。此外，就兩個不容易說清楚的名詞：國家安全與國土安全，本文不但闡述它們之間的關係，也考察了國土安全內涵的變化。在現象面的考察上，本文臚列了近十年來發生在世界各國的恐怖攻擊事件。應該特別指出的，相對於美國，亞洲國家遭受恐怖攻擊的實例更多，尤其是在伊拉克。而恐怖攻擊所選定與發動的時間與空間，相當程度說明恐怖組織與恐怖份子是理性的。在我國的反恐策略與作為方面，本文有一些基本觀念必須建立，同時針對我們的弱點進行分析。在策略上，本文主張可以考慮與麻煩製造者保持適當距離、無須強調自己的價值與重要性以及考慮擴大周邊控制。

By means of experiences of the United States, this paper explores the strategies for combating terrorism in Taiwan. This paper urges that the focal point for combating terrorism relies on identifying terrorist organizations rather than to clarifying definitions of terrorism. In addition, this paper distinguishes the concept between national security and homeland security, and observes changes and swifts about the notion of homeland security. Meanwhile, this research also lists terrorist attack events of past ten years. In the list, it discovered that terrorist attack events in Asia countries is much serious than in the United States, especially in Iraq. This paper also showed that terrorist is rational in nature. To establish some basic ideas and to analyze basic vulnerability is crucial in combating terrorisms. Standing at strategic point, maintain a proper distance, devalue significance of the country, enlarge perimeter control are beneficial as well.
