我國大學校院系所評鑑「認可結果報告書」與「評鑑結果」一致性之分析

Consistency between Evaluation Report and Evaluation Result: Content Analysis of the First Cycle University Program Evaluation in Taiwan

摘要


教育部自2006學年度起委託「財團法人高等教育評鑑中心基金會」對大學系所進行評鑑,藉以協助各校建立品質改善機制,並強化優勢及發展特色。第一週期評鑑結果依「認可結果報告書」,分為「通過」、「待觀察」以及「未通過」三種。為瞭解「認可結果報告書」與「評鑑結果」之一致性,本研究以2007年度上半年受評之9個資管系為對象,採內容分析法,運用質性分析軟體Nvivo 8.0建立類目並歸納與分析。研究發現,「認可通過的關鍵要素」的「正面意見平均次數」與評鑑結果一致,「通過」系所的表現優於「待觀察」及「未通過」系所。然而,「負面意見平均次數」方面,「通過」系所之平均次數卻高於「待觀察」系所,顯示「認可結果報告書」與「評鑑結果」之間有不一致的現象。最後,根據研究結果提出建議。

In order to help universities assure their quality and strengthen their advantages, Ministry of Education (MOE) has commissioned Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT) to evaluate university departments since 2006 school year. According to the Evaluation Report, results of the first cycle evaluation are categorized into "Accredited", "Accredited Conditionally" and "Denial". To further explore the consistency between the "Evaluation Report" and "Evaluation Result", the research utilizes content analysis and the qualitative analysis software Nvivo 8.0 to analyze 9 Information Management Departments evaluated in the first semester of 2007 school year. The purpose is to establish and analyze categories of "Key Elements of Accreditation". According to the research, the evaluation result is consistent with "Average Number of Positive Opinions" and "Average Number of Weaknesses" in the "Key Elements of Accreditation" category; performance of the "Accredited" departments are better than those of the "Accredited Conditionally" and "Denial" ones. Nevertheless, the average numbers of the "Accredited" departments in the indicator of the "Average Number of Negative Opinions" in the "Number of the Weaknesses from the Evaluation Report" category are higher than those of the "Accredited Conditionally" departments, indicating that there is a discrepancy between "Accreditation Report" and "Evaluation Result". Suggestions are proposed accordingly in the end of this paper.
