United States Food Aid and Industrial Agriculture: The Effects on Developing Nations in Africa

摘要


根據聯合國統計,全世界約有七分之一的人口,瀕臨飢餓的邊緣。美國政府多年以來,戮力推動以糧食援助有糧荒問題的開發中國家。在這些計畫當中,美國政府的相關單位,陸續投入大量的金錢、人力、物資和相關的生產技術。然而美國政府在這些接受援助的國家,極力推廣食用和栽種經過基因改造工程的農作物及其連帶相關的生產技術,來尋求解決糧荒的問題。這些以糧食來援助外國的計畫和其中所使用的措施與方法,究竟對這些接受援助的非洲國家是利還是弊?本文將論述和檢討美國政府糧食援外計畫的功與過及其影響。

The United States of America has implemented policies in support of feeding those in developing countries who are starving through the use of biotechnology, genetically modified organisms and food aid. The United States dedicates a large portion of its money to subsidies. However, among the aforesaid policies and biotechnological advances which have helped reduce the world hunger issue? With nearly one-seventh of the world's population starving today it is necessary to research whether or not the food policies applied now are benefiting the developing nations in which many of this supposed food aid and biotechnology are claiming to help solve. Developing nations may be better off without accepting food aid under the conditions set by the U.S. and biotechnological aid. Organizations such as the WTO and USAID also do not implement trade and aid policies that actually benefit the developing nations. These organizations are generally headed by global power s such as the United States and this reflects in the continuous state of hunger developing countries are in.
