針對「政策性退休年金制度之世代不正義」的主要源頭,亦即「政策性退休年金制度之世代代理問題」,本研究首先進行文獻探討以及名詞構念之界定,並據以演繹建構出本研究名為「政策性退休年金制度之世代正義之世代代理問題理論」(The GAP Theory of Generational Justice of Public Pension System)的理論架構;接著根據本研究的理論架構,發展出兩個研究命題與六個待驗證 的研究假說。透過研究設計以及對於研究範圍內各項政策性退休年金制度之個案研究與分析,逐一對研究假說進行驗證,驗證的結果是六個研究假說均獲得支持。此外,本研究提出的理論架構對於「政策性退休年金制度該如何透過紓解世代代理問題以導正世代不正義之問題」,在政策修訂方向、解決問題途徑及其應掌握重點和後續研究上,提供了具有積極建設性的指引意涵。
Referring to the generational injustice embedded in the public pension systems, we propose "The GAP Theory of Generational Justice of Public Pension System" through literature reviews, construct definition, and deduction. Based on the theory, we propose two research propositions and six research hypotheses. The empirical testing has gone through research design and case study. The empirical results support the six proposed hypotheses. In the end, I conclude some policy implications regarding how to redesign the public pension systems so as to ameliorate the generational agency problems associated with the generational injustice.
