歐、俄影響下的黑海區域整合與能源安全政策

摘要

就地緣政治與能源議題而言，黑海地區已經是歐洲能源安全發展的「熱區」。主要的原因在於歷經歐盟東擴之後，黑海已經成為歐俄勢力的交會之地，也是能源輸送的必經之地。日前發生的烏克蘭危機，也是鑲嵌在地緣與能源議題之下所發生的區域衝突。本文就黑海地區的地緣政治與能源政策為分析主題，討論黑海區域整合的過程以及現狀，並針對能源安全議題討論黑海對歐盟的重要性，以及歐盟在黑海地區的能源政策。

From the perspective on the geographic politics and energy issue, Black Sea is now a ＂hot zone＂ for the energy policy of European Union. After the EU enlargement, Black Sea is now the border between EU and Russia. Otherwise, energy deliveries also must pass through Black Sea. The crisis of Ukraine in the past few years was also because the geographic and energy issue. This paper tries to discuss the regional integration and the energy security policy in the Black Sea region. This paper will also focus on the EU’s energy policy in Black Sea.
