Challenge to International Commercialization of Taiwanese Agricultural Technology: Perspectives of International Aid Experts

摘要

全球性的環境變遷與疾病蔓延問題不斷地改變著農食價值鏈的結構。引進新知識與技術來組建在地供應的農食體系是必然發展的新常態。這樣的剛性需求為我國農業知識與技術帶來國際性的商機與挑戰。經深度訪談財團法人國際合作發展基金會的農業援助計畫之技術專家，本研究的結果顯示我國農業知識與技術具有國際商機，但在適用上仍有其限制，例如：需針對當地的食物生產與供應、自然環境與居民的生活等面向作調適；並經過在地馴化才能提高移轉成功率；而利害關係人的動機、態度以及執行力也將決定商轉順利與否。另外，我國農業工酬不對等的現象除不易吸引新人才加入外，更促使既有農業人才出走，不利農產業長期發展。

Global disease spreads and environment changes are constantly shaping the food and agriculture value chains. Introduction of advanced agricultural technologies for constructing a locally supplied agri-food system is the New Normal. Accordingly, this worldwide demand creates lots of business opportunities and challenges for Taiwanese agricultural knowledge and technologies. After qualitative interviews with experts from International Cooperation and Development Fund (TaiwanICDF) agricultural aid projects, the study reveals Taiwanese agricultural knowledge and technologies do have international competitiveness. The transfer effects, however, are determined by the local supply chain, environment and life-style of the people, and the degree of the localization, and the on-site implementations and adaptions of the knowledge and technologies. The motivation, attitude, and executive capability of the stakeholders are the impact factors as well. Another issue worthy of attention is that the low wage in Taiwan not only causes the lack of new coming talent but also encourages the one skilled in agricultural arts to work abroad.
