A Historical Review on Papers Presented at Annual Conference of Chinese Communication Society and Their Implications for Taiwan Public Broadcasting Criticism

摘要

中華傳播學會與台灣公共電視機構，共享一個20年發展的當下。本文認為，從傳播學界在地化的集結，與公共電視正式落地於這個島國起，兩方就有一個動態的交流。從智識社會學角度來看，公共電視議題過去發表於學會，除了反映原本思想與行動的關係，也著實發現非理論因素影響的重要性。綜結，本文認為兩者關係可以歸納出六個有特徵的時期：（一）抽象思考時期（1997）；（二）實務衝擊時期（1998-1999）；（三）結構管制支改造時期（2000-2005）；（四）改革實踐探討時期（2006-2007）；（五）發展路線爭議與矛盾時期（2008-2012）；（六）總結分裂論述與重新另類出發（20013-2015）。

The historical juncture of forming Chinese Communication Society (CCS) with the inception of Taiwan Public Television Service Foundation twenty years ago is analyzed by this article inspired from sociology of knowledge. A meaningful of exchanges through the research and development based on a real institutional building should be revealed chronically according to annual sub-theme of public broadcasting in each CCS conference from 1997 to 2015. The result of multi-year review was breakdown into six period as follows. 1. Theorized public broadcasting and exchanged (1997); 2. The practice emerging (1998-1999); 3. A proposal to engineer a structural regulation (2000-2005); 4. Reconsidering on the reform is made (2006-2007); 5. The internal dispute on the road taken by reform (2008-2012); 6. The aftermath is finalized and channeling the continuous effort (2013-2105). The research is sustained the contribution of non-theoretical conditioning factor into this typical issue presented to Taiwan communication study.
