新冠肺炎疫情下的遠距醫療典範轉移:數位科技的影響

The Paradigm Shift of Telemedicine under COVID-19 Pandemic: The Impact of Digital Technology

摘要


COVID-19疫情期間,在透過資訊和通信技術之整合,以及搭配高速的基礎設施,例如5G,以及人工智慧、區塊鏈、物聯網(IoT)、穿戴式裝置、與醫療機器人等科技領域的多重應用與結合下,已推進了遠距醫療典範轉移。在遠距醫療中的數位技術之創新與實現更為公眾提供更好的醫療照護可及性和靈活性。數位科技的創新已創建一個相互依存的生態系統且已超越距離和時間的限制,以應對COVID-19及日後醫護上的挑戰。本文說明新冠肺炎疫情下的數位科技對遠距醫療的影響、現況、與未來可能發展。並藉由面對疫情危機後的省思,提示科技在醫學擬真醫學教育的應用,期待具前瞻性政策宣示、醫療支付制度再設計,以達到提升台灣醫療體系之可近性、堅韌性、與永續性。

With the evolution of advanced technology, such as artificial intelligence (AI), Blockchain, Internet of Things (IoT), wearable devices, as well as medical chatbots, and based on the integration of information-communication technology and high-speed infrastructures, such as 5G, which has resulted in multiple medical applications and combinations, telemedicine faces a paradigm shift under the context of COVID-19 epidemic. The implementation of advanced digital technology in telemedicine can provide better accessibility and flexibility of healthcare for the public. These digital innovations create an interdependent ecosystem that transcends distance and time, and offers opportunities to meet the challenges of COVID-19 and beyond. We depict the influence and possible future development of digital technologies on telemedicine under the COVID-19 pandemic. We, through the reflection in the face of the epidemic crisis, expect the application of technology in medical simulation, plus the forward-thinking policy announcements and redesign of the medical payment system to improve the accessibility, resilience, and sustainability of Taiwan's medical environment.
