以休閒農業區建立地方特色產業－宜蘭縣五結鄉為例

近年來，觀光產業成為宜蘭重要發展的事業之一。2006年6月雪山隧道通車之後，宜蘭縣觀光區遊客人次逐年增加；尤其是在宜蘭休閒農業的旅遊人次成長更為明顯。然而，平日宜蘭缺少遊客，造成了假日大量遊客的塞車問題和觀光衝擊問題。因此，如何藉由宜蘭擁有全國最多的休閒農業區之優勢，結合產學合作之機制，來建立地方特色產業，並增加宜蘭的平日遊客，為本研究之目的。本文應用PDCA管理循環，結合了平衡計分卡和品管七手法來執行二個產學合作計畫案。首先是應用平衡計分卡之使命和願景分析並展開策略，以利建構出策略性議題。次之為藉由品管七手法來執行策略性議題之資源盤點、問題點分析並找尋問題之解決方法。最後，本計畫成功的協助蘭陽溪口休閒農業區於2018年5月8日，第一次申請即通過了農委會的核准劃設為休閒農業區，奠定了五結鄉發展地方特色之基石。期盼本文能作為休閒農業區產學合作之抛磚引玉，以使台灣的休閒農業區和地方特色發展能更加興旺。

In recent years, the tourism industry has become one of the important development undertakings in Yilan. After the Tunnel opened to traffic in June 2006, the number of tourists in Yilan County has increased year by year; especially in Yilan Leisure Agriculture(LA). However, there is a lack of tourists in Yilan on weekdays, causing traffic jams and tourism impact during holidays. Therefore, the purpose of this study is how to build a LA areas to promote Local Cultural Industries(LCI) and tourists. This article applies the PDCA management cycle, combining the Balanced Scorecard(BSC) and the Seven Quality Control Tools(7QCTs) to implement two industry-acdemic cooperation projects. The first is to apply the mission and vision analysis of the BSC and develop the strategic theme. The second is to use 7QCTs to perform resource check-list for the strategic theme, analyze problem points, and find solutions to problems. Finally, this project successfully assisted the Lanyang Xikou LA Area on May 8, 2018. It is hoped that this article can be used as an inspiration for industry-acdemic cooperation in LA areas, so that the development of LA areas and LCI in Taiwan can be more prosperous.
