臺灣電信普及服務制度的演化與評估

The Evolution and Evaluation of Telecommunications Universal Service System in Taiwan

摘要

現今電信產業環境快速變遷，臺灣主管機關積極修正電信普及服務制度，本文之目的是探討臺灣電信普及服務制度變動與成效間的關係，結果發現臺灣電信普及服務制度可分為六階段：制度發佈、語音及數據通信補助範圍的限縮（公用電話與大專院校）、特定業者免分攤費用、語音通信補助範圍的限縮（海岸電臺）、語音通信補助範圍的限縮（公用電話）與數據通信補助範圍的增加（不經濟地區）、數據通信提供業者範圍的增加。再則，臺灣電信普及服務制度對語音通信普及服務範圍的逐年限縮造成語音通信普及服務支出、公用電話與不經濟地區電話普及率的減少；數據通信補助範圍的增加造成數據通信服務支出小幅增加、現今臺灣村村有寬頻且FTTB普及率的提高。

This paper discusses the relationship between the effects and the differences of each stage of Telecommunications Universal Service System (TUSS) in Taiwan, then use the similar experiences of foreign countries to be the suggestion of the supplement parts of TUSS in Taiwan. The results show that the penetration rates of public payphone service and telephone service in uneconomic areas decrease with the diminishment of the subsidy scope of universal service for voice communications, but the penetration rates of data communications service increase with the raise of the subsidy scope of universal service for data communications. The expenses of each telecommunications universal service differ with each stage of TUSS in Taiwan, but the scope of the Telecommunications Universal Service Fund (TUSF) is cut down sharply.
