鰲鼓濕地設立保護區可行乎?鰲鼓濕地的機會與挑戰

Buildng Augo Wetland protected areas possible? Opportunities and challenges

摘要


鰲鼓濕地為台灣糖業股份有限公司在1960年代填海造陸產生之新興海埔新生地,本地原非濕地環境,係為農耕旱地,經1971年強烈颱風娜定導致東石鄉鰲鼓堤防受損,大量海水倒灌,經堤防修復後淤積水體無法排出,使得原本的濕地漸經生態演替成為濕地環境。根據報紙資料蒐集分析,發現鰲鼓濕地依據不同的利用方式,區分為1980年前的濕地開墾期、1980-1990的經濟開發期、1990-2000年的經濟轉型期、2000-2010年生態保育萌芽期,以及2010年以後之生態保育完備期等五個階段,隨著不同時期對本濕地的經營方式不同,反應在政策規劃與土地利用形式區劃呈現「保育-經濟」兩者之間的拉鋸;自最早的經濟重於保育思惟,轉變為保育和經濟思惟並重。本研究建議乃依據《海岸管理法》(2015),劃定一級海岸保護區,並針對《海域管理法(草案)》海域區劃原則,進行通盤的考量與評估,方易達成海岸與海岸濕地國土永續發展之目標。咸信本濕地目前尚未形成保護區,未來若能正式成立,定能獲得高度的在地認同與連結,為我國濕地保育、強化生物多樣性,以及實踐環境教育目標,奠立重要的里程碑,並且可引發國際間保育界高度共鳴。

Aogu Wetland is an emerging reclaimed land created by Taiwan Sugar Co., Ltd. during 1960s. The original purpose was designed as a dry land for farming. After the strong typhoon Nadine in 1971, Aogu Wetland was led a flooding area due to dike damaged, and seawater has been intruded to pour back. After the dikes were repaired, the silted water could not be discharged. Over time, organisms have come to live, making this artificial wetland gradually become a semi-natural coastal wetland. This study has been collecting and analyzing newspapers, and we found that Aogu Wetland can be divided into wetland reclamation period before 1980, economic emerging period from 1980 to 1990, and economic transformation period from 1990 to 2000. Afterwards, the germination period of ecological conservation from 2000 to 2010, and the complete stage of ecological conservation after 2010. These processes have been reflected in the policy planning in different periods, representing the tug of conflicts between conservation and economics. Therefore, the processes have changed to both in integrated thinking regarding to conservation and economical development. Based on the Coastal Zone Management Act (2015), the delineation of first-grade coastal protection plan should be focused on the overall consideration and, evaluation of the grade of protection zone as following by the current Marine Spatial Planning and Management Act (Draft). For territorial and marine sustainability, we believe that this wetland has not yet formed a protected area. If it can be formally established in the future, it will gain a higher sense of local identity and connection, contributing to wetland conservation, as well as biodiversity conservation. The purpose could be led a well-planned environmental education, establishing important milestones, and to arouse a high degree of resonance toward international conservation.
