摘要

國內的公營事業機構由於獨占與壟斷市場的特性優勢，使得國營企業的營運長期以來遭受外界的詬病，所以針對國內公營事業機構的企業化經營，如何在具有市場優勢特性的前提下，強化企業的營運管理以提高經營績效是值得重視的。本研究是以台灣自來水股份有限公司為例，針對政府採購應如何導入國營企業的營運管理加以探討，希望對於提昇國內公營機構的經營績效能有所助益。研究結果顯示，採購發包不是只完成決標而已，有效能的採購制度，是可以提高預算的執行率以及降低投資風險，尤其是採購分析指標的建立，對於提昇企業的營運管理是正面的。展望未來，善用採購方式以維持公平合理的履約品質，這對於提昇企業本身的經營績效，增加投資建設的實質效益，降低投資風險是有助益的。

In the light of government-owned enterprise occupy and monopolize on Taiwan's market that has caused a reproach from a decline in businesses bonus for long. How about dependence on the single market to enhance a shine outstanding accomplishment was need to attention. This study confers and expects undertaking organization improve for reference, Taiwan Water Corporation (TWC) has been used with procurement skill into enterprise operation in order to promote TWC entire management performance. Obviously, with procurement and bidding not only a result of decision and give over a factory owner for building, TWC may effectively raise surplus when indicators was been used for procurement process and result. To procurement's indicators effect, it is able to provide the smallest risk review space and seeks for profit under existed system, and with fitting procurement process for future market change and technology, TWC organization re-engineering and time effectiveness has improvement possibility. To look into future, how used a bidding processes and results will produce management and technology key point. Besides, business development time effectiveness and specialty has to pay high attention as internal profit will be the key of government-owned enterprise continuous operation.
