韓國政府FTA貿易政策的發展過程與特質
The Development Process and Characteristics of Korean Government's FTA Policy

Regional trade agreements (RTAs) have become increasingly prevalent since t he early 1990s. As of 31 January 2014, some 583 notifications of RTAs had been received by the GATT/WTO. Of these, 377 were in force. Korea, as an original member of WTO, has maintained its support for the multilateral trading system and consistently promoted economic cooperation in East Asia. Korea ha s intensively pursued comprehensive free-trade agreements since 2004. Nine FT As were successfully in force including U.S. and EU and Korea is negotiating with several countries such as China, Indonesia, and Vietnam. This paper reviews the development process of Korea government FTA policy, and tries to summarize characteristics of typical Korea FTAs' strategies. It is essential to understand the formation of Korean government's FTA policy. Overall, Korean government has been actively participating multilateral trade, while at the same time gradually shifted its interest to FTA assignment. We argue this is partly du e to Korea's high dependency on trade which contributes a lot to overall GDP. Additionally, FTA policy is much influenced by Korea's diplomatic needs. Korean government also considers using FTA to accelerate domestic economic reforms to increase productivity and take advantage of using resources. Korea prefers large economic blocs and newly emerging economies as FTA partners and government has pushed forward comprehensive multi-track FTA negotiation. The FTAs has wider coverage because it contains new sectors such as service, investment and intellectual property rights. Korean government aims to improve competitiveness through trade cooperation and gradually implement domestic economic reforms. Nevertheless, Korea government may try to balance its FTA strategy dealing with trade diversion effects, high social costs, improve compatibility of rules and legislations, and take into account domestic enterprises and trading partners’ further demand.
