The main purpose of this paper is to illustrate how to establish the related law and institution, as well as implement of the major national policies of the Cultural Enrichment policy by the Park Geun-Hye administration so that spreading culture in the daily life of citizens, lead everybody happy through arts and culture, eventually to create the era of 'Cultural Enrichment'. Firstly, to clarify the purpose of study and theoretical background of policy for fostering culture enrichment policy. Secondly, to present various planning currently implementing of the Cultural Enrichment policy under the Popularization, Globalization, as well as Industrialization purposes. The planning including: Routinizing culture in the daily life of citizens and local communities、Creating diverse cultural space for citizens、Promoting a healthy society through spirits of humanities and traditional culture, Developing cultural contents industry through intergrating art, sports, tourism. Finally, concluded that the expected effect, of planning so forth.
