摘要

企業社會責任係指企業在創造利潤、對股東負責時，並注意其他利害關係人所關切之議題，為所有利害關係人創造價值，以達到企業永續經營。本文首先從企業、投資大眾、員工、整體社會及環境等面向探討推動企業社會責任之必要，並簡要介紹企業社會責任的國際發展趨勢，為協助企業善盡社會責任，金管會以制定最佳實務守則、規範公司於年報與公開說明書揭露履行社會責任情形、強制上市（櫃）之特定公司編製企業社會任報告書，並每年辦理相關座談會，以及編製企業社會責任相關投資指數等，期望能推廣企業社會責任觀念，並樹立企業社會責任典範，金管會未來將持續推動企業社會責任，期能幫助企業提升競爭優勢與社會價值，並與社會共同追求永續發展。

Corporate Social Responsibility (CSR) aims that companies give due consideration to the rights and interests of shareholders while pursuing financial profits, and also give due consideration to other stakeholders to achieve sustainability. This article highlights the importance of implementing CSR through aspects of companies, investors, employees, society, and environment, then introduces the international trends of CSR. In order to assist public companies to fulfill their social responsibilities and promote the concept of CSR, the FSC adopts the CSR best practice principles, requires public companies disclose the implementation of CSR in their annual reports and public offering and issuance prospectus, and makes mandatory for specific TWSE and TPEx Listed Companies to prepare and file sustainability reports. Besides, the FSC holds seminars and symposiums annually to promote the value of CSR, and develops the related indices of CSR. In the future, the FSC will continually promote the concept of CSR to help companies enhance their competitive advantage and social value, and foster a sustainable environment.
