臺灣原住民族地區溫泉產業發展之道

摘要


臺灣原住民族地區占全臺灣面積一半以上,族群豐富,文化燦爛多元,臺灣約有一三五處自然溫泉,而厚、住民地區約有一○四處天然溫泉露出,因此原住民地區其有豐富溫泉資源及優美景觀,深具發展溫泉產業之潛力。近年來政府等有關單位,鑒於原住民族溫泉區之部分溫泉資源、日漸枯竭而且未能整體規劃,景觀零亂,原住民族保留地超限利用溫泉資源、多未作妥善保育管理,又時有天災發生;尤其原住民族係屬弱勢族群,對於溫泉產業經營管理知識能力缺乏,且從事營運管理資金普遍不足等,產生若干問題。溫泉法於二○○三年七月二日公布,原住民族地區溫泉產業應依溫泉法等法規之規定實施經營管理,故在國土保安生態保育與資源、永續利用原則下,宜推動原住民族地區溫泉產業發展,形成具有原住民族特色之溫泉聚落,創造原住民族溫泉產業新形象。本論文係就臺灣及其原住民族地區溫泉產業發展之概況,原住民族地區溫泉產業發展遭遇問題、發展目標、發展策略、發展重點,予以敍述;運用SWOT分析並提出其體之建議。期能促進原住民地區溫泉產業發展,提昇原住民生活水準。
