從考古文獻資料看秦之管理水準

Management of Qin State From The View Of The Archaeological Document Literature

摘要

秦國的管理工作在古籍文獻資料中很少，從考古資料中我們可以找出很多關於秦管理方面的內容。雲夢秦簡、裏耶秦簡是主要的代表，秦始皇陵的考古資料中也有很多這方面的內容。從這些資料可以看出，從秦國到秦統一及其之後，其管理是嚴格的，也是很有水準的。正因為如此，秦才能平滅六國、一統天下，建立了第一個大一統的中央集權國家。本文結合傳世文獻與出土簡牘、考古資料，簡要論述秦管理方面的突出成就，以為認識秦法律文化特質的參考。

The management of Qin State is rare in ancient literature, but we can find out a lot of management works of Qin State from the archaeological data. Bamboo Slips of The Qin State from Yunmeng and Liye is the main representative. There are also many contents of this theme in the archaeological data of Mausoleum of the First Qin Emperor. According to these data, we can see that the management is strict and high level from the period of Qin State to the unification of Qin and the later. Just because of this, Qin State can destroy the other six countries and rule all the land. Finally Qin State establish a unified centralized state.
