The New Regime of Cultural Governance and State-Society Relationship: The Heritage Formation of Bopiliao Historic District in Taipei

摘要

本文以剝皮寮街區為例，主張新文化治理體制的結構脈絡將一場反徵收拆遷抗爭，導引成為歷史保存運動。保障居住權的抗爭以文化保存為策略，成功對抗了小學與社區集體消費的土地規劃，卻接軌於市政府的文化領導權塑造和文化經濟發展，並在公共利益論述下，導向留屋不留人的結局，居民生活空間轉變為博物館和文創基地。襲產化創造了新公共空間，卻展現為標本化的記憶和選擇性的美學。作為襲產化脈絡的新文化治理體制，是本土化、消費社會、城市競爭、選舉政治及公民社會崛起的產物，並以其兼具文明化與奇魅化、素養與效用的曖昧特性，建立起具反身性的正當性基礎，成為調節國家和社會之關係的重要場域。

With the case of Bopiliao Historic District, this article discusses how the structural conditions of an emergent regime of new cultural governance transformed an anti-land acquisition protest into a historical preservation movement. Under the restriction of legal framework and public interests discourse, the end-result of preservation without residents was a failure for the anti-demolition campaign, but a partial success for the preservation movement, and leading to the production of a heritage site as a museum and a field for cultural economy. The preserved place was rebuilt as a new public space with selective aesthetic taste and memory. The new regime of cultural governance was itself a product of nativization, the rising of consumer society and civil society, politics of election, and the fierce competition among cities and regions under globalization. This new cultural governance features self-reflexivity as the base of legitimacy, and develops with trends of civilizing and enchanting, civility and economic utility that induce continual tensions. And the author argues that as the Bopiliao example shows, the cultural governance is an important field for the regulation of state-society relationship.
