In order to enhance city competitiveness and economic development, city-to-city cooperation will be the future trend of urban governance. The employment of young people is also one of the driving force for city development. Kaohsiung's economic development has slowly grown in the past 20 years, this is the problem young people meet in securing jobs in self-employment. This study takes the view of the public participation of composite experts and adopts an interactive management (IM) mode to examine the effect of city-to-city cooperative governance in youth employment strategies. The results suggested that promoting the exchange of cross-strait think tanks and cultivating cross-strait governance talents are the primary models and paths for nongovernmental bridge of city-to-city cooperation governance.
