以IPO模式研析離岸作業水上支撐結構檢修人員職能基準

Using IPO Model Analyze Competence Standard of Tower Technician for Offshore Wind Farm

摘要


綠色能源是國家發展的政策,離岸風電開發是目前政府規劃綠能發展的重要主軸。為優化離岸風電職業訓練內涵,使培育的人才更符合本國社會與產業之需求,進而帶動相關產業升級,故本研究主要依據離岸風電運維市場之產業人員需求,採用IPO職能發展模式,透過次級資料分析法、一般訪談法、職能訪談法和專家焦點團體法發展出「離岸作業水上支撐結構檢修人員」職能基準。本研究完成離岸作業水上支撐結構檢修人員所需具備之能力組合,共計產出4項工作職責、10項工作任務、38項行為指標、7個工作產出,以及所對應之18項知識、26項技能和5項態度等職能內涵。期此職能基準可提供學校、訓練機構、企業等作為培育與選用人才之依據,個人藉此進行自我評估、規劃學習並提高職場競爭力。

Renewable Energy is Taiwan energy development policy. Offshore wind power is an important goal of the government's green energy developments. To optimize the competency training of offshore wind industry and bring the related industries by upgrading the competency gap, this research uses IPO model to develop the competency srandard of the Tower Technician for Offshore Wind Farm. The methods include secondary data analysis, interview, competency interview and focus group meeting. The competency components of the Tower Technician for Offshore Wind Farm include 4 main tasks, 10 sub-tasks, 38 performances, 7 outcomes, 18 knowledges, 26 skills and 5 attitudes. This competency standard provides a benchmark of talent development for schools, training organizations and enterprises. It also provides individual to do the self-assessment, make a learning plan or foster the workplace competition.
