臺中市執行地方創生政策成效之影響因素探討

Analysis of Experience Value in Promoting Local Revitalization in Taichung City

摘要


臺中市政府為支持與協助轄區內地方創生之推動,自二○一九年起就逐步規劃地方創生制度化的工作,業已於二○二○年成立「臺中市地方創生專案管理平臺」,亦透過地方創生示範區的輔導提案,逐步開展臺中市地方創生的作為與成果。本文的研究目的主要在探尋臺中市政府自二○二○年至二○二二年推動地方創生的經驗挑戰與執行成效,並在研究命題上將地方創生的推動視為一種多層次整合治理系統的運作,從地方創生政策內容、行動者參與及運作機制等政策成效評估構面檢視影響地方創生政策成效之相關因素。基此,本文有以下研究發現:1.為形塑地方創生的主體,形成具備永續性的社會發展模式,可以從「誰是推動主體」、「如何對接SDGs」、「創立創新模式」、「地方創生行動參與者的互動」、「地方創生的協作困境」、「地方創生的協作策略」及「地方創生專案管理機制」等方向來思考。2.市府戮力加速或整合地方創生的推動卻僅及於縱向的計畫申請與補助爭取,市府相關局處和地方創生提案之間的橫向協作並未共構,致使「城市治理」和「地方創生」之間仍然難以有效匯流。3.忽略了「在地社群的主體性與能動性」,唯有在地社群或青年願意承擔提案與執行的責任,才能真實扮演透過「創生行動」改變「地方結構」的角色。4.企業因履行ESG目標而願意投入支援偏鄉發展的意願和資源都將顯著增加。臺中市未來數年若能召喚「數位遊牧民族」投入地方創生,以及「結合企業ESG資源」融入地方創生,將能為國內地方創生另起前瞻新局。

To support and assist the promotion of local revitalization within its jurisdiction, the Taichung City Government has gradually planned for the institutionalization of local revitalization since 2019. In 2020, the "Taichung City Local Revitalization Project Management Platform" was established, and through counseling proposals for local revitalization demonstration zones, Taichung City has gradually undertaken actions and achieved results in local revitalization. This study aims to explore the experience, challenges, and achievements of local revitalization promotion by the Taichung City Government from 2020 to 2022. The promotion of local revitalization is viewed as an operation of a multi-level integrated governance system. The study examines factors affecting the effectiveness of local revitalization policies from the perspectives of policy content, stakeholder participation, and operation mechanisms. Therefore, the study has the following research findings: 1. To shape the subject of local revitalization and establish a sustainable social development model, the following directions should be considered: "Who is the promoting subject," "How to connect with SDGs," "Establish innovative models," "Interaction among stakeholders," "Collaboration dilemmas of local revitalization," and "Local revitalization project management mechanisms." 2. Although the city government has made great efforts to accelerate or integrate the promotion of local revitalization, it has only focused on vertical plan applications and subsidy applications. The horizontal collaboration between city government bureaus and local revitalization proposals has not been constructed, making it difficult to effectively converge "urban governance" and "local revitalization." 3. Neglecting the "subjectivity and agency of local communities," only when local communities or young people are willing to take responsibility for proposing and implementing local revitalization actions, can they truly play a role in changing "local structure." 4. The willingness and resources of enterprises to support rural development will significantly increase when they fulfill ESG goals. If Taichung City can call on "digital nomads" to participate in local revitalization in the coming years and intergrate "ESG resources of enterprises" into local revitalization, it will create a new era of forward-looking local revitalization in Taiwan.
