In recent years, the abuse of emerging drugs by our young people has become increasingly common. The number of third and fourth-level drug cases has been increasing year by year. Among them, the third-level drug ketamine ranks first. Due to the low price, easy access to get, lighter penalty of manufacturing and selling drugs, and non-criminal responsibility of third and fourth-level drug users. In order to solve the third and the fourth-level drug abuse problems in our country, this paper adopts the qualitative interview and the secondary data analysis to review current effectiveness of investigation, punishment and the narcotics hazard seminar. It is suggested that the mode of investigation, punishment and the narcotics hazard seminar should be adjusted. The second is to implement the mechanism for the adolescent. To curb the spread of emerging drugs is the best way to enhance the effectiveness of law enforcement.
