中國高速鐵路建設的戰略佈局探討

Study on the Strategic Layout of China High-Speed Rails

摘要


中國自2004年起有高速鐵路「四縱四橫」建設計畫,截至2016年底,高鐵營運的里程已突破2萬公里,中國預計在2020年以前,將全國高鐵網路規模擴建至3萬公里。為瞭解本世紀以來中國高鐵的興建熱潮,本文從中國國內與跨國高鐵建設的佈局,討論隱藏其中的戰略意義與企圖。就國內高鐵建設的意義,展現在重塑中國城市空間關係,帶動西部發展,並隱含國防軍事部局、對臺統戰用意,進一步具有對外聯通的戰略意義。至於跨國高鐵的佈局則有串聯東協經貿合作、掌握中亞地緣優勢與能源戰略的考量,及輔助「一帶一路」的經貿策略,以突破由美國為首,聯手歐盟、印度與亞太的東西夾擊。

Since 2004, China has begun to design the "4 length lines and 4 breadth lines" (four north-south routes and four east-west ones) of high-speed rails. By the end of 2016, the operating mileages of high-speed rails reached 20,000 kilometers. China expects to expand the network of the nationwide high-speed rails to 30,000 kilometers by 2020. In order to understand the fever of China's high-speed rails, this article discusses the construction of China's domestic and transnational high-speed rails and analyzes the strategic significance and intentions hidden in it. The significances of domestic high-speed rails include reshaping urban spatial relationships, driving the development of the western region, strengthening the military layout, applying united Front strategy to Taiwan, and contacting with other foreign regions. As for the intentions of transnational high-speed rails construction include to strengthen the cooperation of ASEAN Economic Community, to control the geographical advantages and energy in Central Asia, and to assist the "One Belt and One Road" economic and trade strategy to break through the clamp down of the United States on China.
