警察用槍過程之安全管理研析－以警政署新槍換裝誤擊事件為例

摘要

106年警察新槍（PPQ-M2）換裝後，由於新槍（PPQ-M2）與原用舊槍（Smith&Wesson6904及5904）之構造有所差異，故基層員警對新槍換裝的不適應，導致誤擊事件狀況層出不窮，造成警察用槍的一大隱憂。本研究由警察基礎訓練談起，臺灣警察專科學校即為警察用槍之基礎教育訓練，鑒於上述現職警察新槍誤擊因素，將以警專射擊課程延伸至外勤員警用槍，參考先進國家用槍規範及理論，並對現行射擊訓練制度運作模式之脆弱點提出探討，廣泛蒐集歸納相關資料，期針對現行狀況提出建言，做為警務人員用槍運作之參考，促使貼近現況更臻周延，員警之勤務執行、教育訓練及人身安全受到保障。

After the implement of the new police gun (PPQ M2),the structural differences between the new gun (PPQ M2) and the old one (Smith & Wesson 6904 & 5904) have led to several misfiring accidents. Therefore, concern for the safety of the police gun is growing. This research begins with police basic training, including gun training programs conducted by Taiwan Police College (TPC). Due to the misfiring accidents of new gun by current police, this study with extend TPC's training course into gun using of street-level officer. This study will also refer to gun using regulations and theories in developed countries to indicate the weaknesses of current gun training system. In order to propose implications for prevailing conditions, this study will collect and analyze related studies. This study also aims to be served as references to gun use for police officers, to meet up with current, and to improve governing duties, training and human safety of police officers.
