國民小學校務會議從代表制到全體制的轉變-一所個案學校的研究

The shift of elementary school conference from representative system to democracy system - a case study about one elementary school

摘要


自1999年修訂國民教育法第10條後,賦予校務會議議決校務重大事項的法定任務,成為學校中最高的決策會議機制,也使教師、家長能參與決策,共同分擔權力與責任,本文以國民小學為例,主要討探內容為校務會議中,個案學校由代表制轉變為全體制所帶來的改變與效益。首先,對於校務會議的法理依據、過去代表制施行與現行全體制的現況做文獻討論;其次,實地對個案學校的行政人員及教師進行訪談,藉以蒐集本研究所需之文本資料;最後,經由文本資料的分析與討論,提出結論與建議,進行不同制度所產生的利弊得失綜合比較,期能做為日後相關教育相關人員的參考。

Since 1999, the revising of National Education Act10, SchoolConference was given legislative mandates to make decisionon major issues. SchoolConference is the highestdecision-makingmeeting mechanism in schools.Teachers and parentscanparticipate indecision-making, sharingpower and responsibility in the meanwhile. In this study, ittake as an example the national primary school and discuss thebenefits of the SchoolConferencefrom representative system to democracy system. First, it explores Legal basis of SchoolConference, representative system and democracy system. Second, the schooladministrators andteacherswere interviewed.Finally, through text analysis and discussion, this study generalized conclusions and proposed suggestions in order to propose potential solutions for the competent educational authority to consider for the proper policies.
