中小學教師合理工時及其職務內容之研究

A Study of Reasonable Working Hours and Job Descriptions of Elementary and High School Teachers

摘要


本研究目的在了解中小學教師合理工時及職務內容的看法,以建立中小學教師合理工時及職務之相關配套措施,作為未來教育行政主管研議相關政策之參考。經由文獻探討、問卷調查及質性訪談等資料蒐集,本研究主要結論為:(一)近七成填答者同意規定「中小學教師應於一定工作時間在校服務」及「明文規定」教師工時;(二)約七成填答者認為規定「中小學教師應於一定工作時間在校服務」可能產生學校事務工作沒人擔任等問題;(三)近七成五填答者認為教師工作性質是責任制且約八成填答者同意學生在校上課時間,導師必須在校;(四)近七成七填答者認為教師職務需要明文規定且近九成五填答者認為教學工作是導師或專任教師的職務;(五)近六成九填答者不同意教師除了任教自己科目外,需要兼其他行政工作。

This study was designed to investigate the opinions of elementary and high school teachers on their reasonable working hours and job descriptions to establish a set of supporting measures in this regard as the basis for the competent authority of educational administration to review relevant policies. A series of data collecting actions, including literature review, questionnaire survey and qualitative interviews, were conducted to reach the conclusions as follows: (1) nearly 70% of study subjects agreed on requiring that "elementary and high school teachers shall stay at school for certain hours of work" and that teachers' working hours shall be "expressly stipulated in writing;" (2) approximately 70% of study subjects believed that the requirement that "elementary and high school teachers shall stay at school for certain hours of work" may lead to a phenomenon that no one attends the school chores; (3) nearly 75% of study subjects believed that teachers work on a duty system and almost 80% of them agreed that teachers who double as a class counselor shall stay at school while his/her students are; (4) 77% of study subjects believed that teachers' job descriptions shall be "expressly stipulated in writing" and 95% of them believed that teaching is the job of class counselor or full-time teacher; and (5) 69% of study subjects did not agree that teachers have to assume certain administrational works in addition to the classes they are teaching.
