摘要

本文是作者參加韓國電力工會於2006年11月22日在首爾市所舉辦「電業公共服務品質及永續發展的最佳替代方案」國際研討會之後所提出的觀察報告，旨在反映該次研討會的議題與主要內容。由來自美國、俄羅斯、日本、泰國以及台灣等五個國家地區的工會代表與專家學者，主要從工會與公民運動的立場，在會議中就政府對電業解除管制與民營化政策的施行情形交換各自經驗，與會者認為世界各國家地區所施行的電業解除管制或民營化政策措施多屬失敗經驗，並呼籲此時正是探究電力產業改革的最佳選擇方案並為未來的改革做好準備的時機。

The article is an observation report for reflecting the issue and its major contents of the international symposium hold by the Korean national Electrical Workers Union in Seoul on November 22, 2006, which subtitled ＂What Are the Best Alternatives for Quality Public Services and Sustainable Development in Electricity Industry?＂ The participants of trade union representatives and experts and scholars from the countries and regions of the United States, Russia, Japan, Thailand and Taiwan, mainly from the status of the trade unions and citizens' movements, toward the electricity industry deregulation or privatization issues, had exchanged their national experiences and recognized that deregulation or privatization government policies implemented in the industry around the world were mostly failed experiences. And they emphasized that it was the time to explore the best alternatives for the electricity industry reform and to be prepared for themselves for the future reforms.
