The article is an observation report for reflecting the issue and its major contents of the international symposium hold by the Korean national Electrical Workers Union in Seoul on November 22, 2006, which subtitled "What Are the Best Alternatives for Quality Public Services and Sustainable Development in Electricity Industry?" The participants of trade union representatives and experts and scholars from the countries and regions of the United States, Russia, Japan, Thailand and Taiwan, mainly from the status of the trade unions and citizens' movements, toward the electricity industry deregulation or privatization issues, had exchanged their national experiences and recognized that deregulation or privatization government policies implemented in the industry around the world were mostly failed experiences. And they emphasized that it was the time to explore the best alternatives for the electricity industry reform and to be prepared for themselves for the future reforms.
